To be fair, I don't see where in the article it says that this system produces water as its waste output.

Their process sounds more like:

Water + "Magic happens here" (membrane electrode assembly, whatever the hell that's supposed to be) = Energy, plus some sort of waste which isn't described anywhere.

Their membrane electrode assembly is described as "material capable of breaking down water into hydrogen and oxygen through a chemical reaction". So, magic. They're probably playing around with metal hydrides (see also US Patent 7179443 (http://www.patentstorm.us/patents/7179443/claims.html)), but AFAIK nobody's even come close to getting something like that to rival the combustible-energy-to-volume ratio of good ol' guzzoline.
