Belated update: while reading the paper more closely, we discovered that the authors explicitly say that, if future investigators understand what's buried and go after it anyway, that's not their fault - their goal was to prevent accidental incursion only. So if a D&D party wants to loot the toxic waste dump, they take no responsibility for the consequences.
