Historically, it makes perfect sense - Dreamwidth is based on Livejournal, and checking Wikipedia for dates, LJ dates back to 1999 and Javascript's popularity did not hit until the mid-'00s. And I think fandom folk in general prefer if things work without Javascript - we just checked AO3 and it does too - so while there are JS features, they kept the old core intact.
